Misleading. There was an unofficial boycott by every Palestinian party outside Fateh, due to a law requiring them to sign onto the PLO's program and commitments with Israel. Turnout in Gaza was unprecedentedly low, at 21%.

Hamas was barred from running in the municipal elections in Gaza because PA President Abbas issued a decree-law in November 2025 requiring all candidates to commit to PLO agreements with Israel — which include recognition of the Israeli state.
