The Treasury Department added #Cuba to a list of countries restricted from taking delivery of Russian #oil after a tanker of the fuel appeared to be headed to the island, which is under a US naval blockade. In a general license released Thursday, the Treasury added several countries to the list of nations prohibited from transactions involving the sale, delivery or offloading of crude oil or petroleum products that originate in Russia. The document is an update to another license issued last week, after Treasury Secretary Scott Bessent said the US would allow Russian oil loaded on tankers on or before March 12 to be sold. The goal was to reduce pressure on oil markets stemming from the US-Israeli war on Iran. An earlier US waiver had applied only to purchases by India. In the interim, at least one Russian tanker — carrying 700,000 barrels of crude — appears to be headed to Cuba and could arrive by the end of this month, according to commodity-tracker Kpler Ltd. The island has been under some form of US sanctions since the late 1950s, and the Trump administration has tightened curbs in recent months. The updated general license also includes prohibitions on transactions involving Russian oil for Iran, North Korea and Russian-occupied regions of Ukraine. The Trump administration has been seeking to provide sanctions relief in certain circumstances to keep oil prices from surging.
