There's a very common form of military cope, which states that "country X could definitely conquer country Y, except it lacked the political will for that". This stems from the professionalisation of militaries, falsely separating the operational conduct of wars from the strategic. Politics and warfare are not two distinct activities; war is fought for political ends. For most of history, military leadership has strongly drawn from a state's political leadership. Political "will" - which to a large extent means being able to obtain popular consent for the necessary material and moral privations of warfare - is a military resource just like ammunition even if it is much harder to quantify. If the political system of country X can't generate sufficient consent for its objectives, then it isn't conquering country Y. Being theoretically able to kill everyone in Y is useless if X's soldiers are going to frag their officers, or X's munitions workers are going to strike. Militaries that take no account of this are failings their politicians as much as the usual accusations vice-versa.
