The SAVE America Act has stalled after 3 days of Senate debate. Republicans can't get 60 votes for cloture. Thune says a talking filibuster is "too risky." But there's a clear procedural path to a final vote — and it's already in the Senate rules. 🧵

Takes their best talking point off the table for midterms, literally throws it back in their faces when they vote for the amendment and then against the Act. We get SAVE and then run ads against vulnerable Dems until November.

@mattyglesias I think the point is "even if all those other economic and regulatory impediments disappeared tomorrow, maxxing out current zoning wouldn't be enough to meet the need," hence OP plan to increase. That being said, 15k is skating to where the puck is instead of aspirational.

This is fine if you assume that zoned capacity is the ONLY constraint on growth, and there are no other regulations on construction and also it's not important to pay any attention at all to the economics of whether or not a given site is profitable to build on.

Many ships use a flag of convenience. They choose to register in a country with lower taxes/fees, less stringent safety requirements, and less stringent labor laws. This saves the ship owners money. However, it used to be part of the job of the country the ship is registered in to protect them in places like the Strait of Hormuz. The US should protect the few US flagged vessels for free and charge other nations a fee for doing so. If ship owners don’t like it, ask the country they are registered in to protect them. The largest registries are Panama and Liberia neither of which have a Navy capable of doing so. @johnkonrad thoughts?

@SwipeWright I think it's because the talking filibuster takes time. So if you know it's only going to pass with 51 votes, you might as well cram every partisan issue in a single debate. There's no point in stripping it down to a "clean" bill and going for 60 votes if you can only get 57.

@Steve_Beans @nicksortor @BasedMikeLee I think advanced is appropriate here, as debate is started. IIUC, a silent filibuster requires that a cloture motion be filed. They can then sit on that motion indefinitely without action. If Thune doesn't immediately motion to close, it means the talking filibuster is on.

@Michael_E_Lopez @QuaintTransfer @mattyglesias I would say all assets in the estate get stepped up basis to market value on date of death to a maximum of the individual federal estate tax exemption. Over that amount, you get the limit as basis. Either pro-rated or beneficiaries decide how to allocate basis across assets.
