Charters are real and active clubs that are meeting they just can't meet on campus. Charters can operate for years while trying to get their RSO status. You didn't listen to anything I said in that video. And no schools do not list charters on their websites they only list clubs they have given official RSO status to.
To even open a charter students have to show that 5 or more students want the club on campus and are willing to support it and lead it. The process is fully student-led.
