The idea that only extremely rich people should pay taxes is corrosive to basically every progressive value: a robust social safety net, good schools, healthcare access, solid infrastructure, active labor market policies, etc.
All of that collapses under a very narrow tax base.

they don't 'use all the water' but their water usage can come into conflict with other water usages given specific infrastructures, withdrawal points, reservoir capacities, etc. it is not necessarily an irresolvable issue but it is one already happening across the US
