Population loss is draining Eastern Kentucky of our most precious resource, our people. With the collapse of the coal industry and the loss of good jobs such as AK Steel’s Ashland Works, people don’t always have the opportunity to stay. Private sector investment and good-paying jobs are critical for this trend to stop.

Tiny Nicholas County was Kentucky's fastest growing over the 2024-2025 period, with a 2.5% population increase. Madison County grew by 2.1%, becoming the state's 8th county to have a 100,000+ population. Thirty nine countries are estimated to have lost people over this time.

I was honored to meet America’s Best Governor at the Capitol today. @GovRonDeSantis spoke to the House State Government Committee in support of a measure to call for a Federal Balanced Budget Amendment that would make Kentucky the 29th state to support the effort, 34 are needed for a convention. The national debt is $38 Trillion and we bring in less than $6 Trillion a year. That is $100,000 plus of debt per citizen and $325,000 per taxpayer. This is a non-partisan issue that will cripple our country’s future if not addressed. It was nice to have a Governor visit the Annex and want to work with the Legislature.

HB 500 and KY Employees Health Plan Update Over the weekend I have had several people reach out to ask about HB 500 and premiums related to the Kentucky Employees Health Plan following the email sent out by the Personnel Cabinet on Friday. The Beshear administration recommends raising the taxpayer's cost by 24% over the next two years, while continuing to freeze employee's cost. Under the administration’s proposal an estimated additional $227 million will be required in FY 2027 and approximately $477 million in FY 2028. In the last five years the monthly health insurance premium contributions for employees have stayed relatively the same while employer contributions have nearly doubled. The current trajectory is not sustainable and warrants further review and discussion which is what will occur in the budgetary process. For example, select Living Well plans (referenced below) have increased by under $2 for the employee and more than $350 for the taxpayer on a monthly basis. The attached photo shows the significant increase in payments and clams driving cost increases. LIVING WELL BASIC CDHP – Monthly Cost/Premiums * Employee - $27.28 in 2021 to $28.24 in 2026 - Difference of $0.56 * Taxpayer - $676.30 in 2021 to $1,031.54 in 2026 - Difference of $355.24 LIVING WELL CDHP – Monthly Cost/Premiums YEAR Employee Taxpayer * Employee - $52.42 in 2021 to $53.46 in 2026 - Difference of $1.04 * Taxpayer - $679.84 in 2021 to $1,036.96 in 2026 - Difference of $357.12 HB 500 is not a final product. The bill is the Executive Branch Budget and has not completed the committee process yet. It likely will not be finalized until the end of March. I appreciate everyone that has reached out and I will work to continue to update you on this topic as decisions are made.
