#Kenya : President @WilliamsRuto ‘s interview reflects a persistent regionalist reading of the crisis in Eastern DRC ,one that often underestimates the Congolese state’s evolving capacity to restore authority over its own territory. The reality on the ground is increasingly pointing toward a different model: a state-led recovery doctrine centered on sovereignty, institutional reconstruction, and national control over security. The DRC has progressively shifted away from dependency on externally driven security arrangements toward an architecture where national institutions regain operational primacy. The orientation toward FARDC-FNB. Unlike previous frameworks built around neutrality or regional balancing, the current approach reinforces the principle that security inside Congolese territory must ultimately remain under Congolese authority. At the same time, the modernization of the FARDC and the deployment of specialized units demonstrate that Kinshasa is no longer approaching the conflict exclusively through emergency regional management, but through long-term state consolidation. Equally important is the restoration of administrative presence in areas affected by conflict. In territories such as Sange and Lubero , the redeployment of police officers, civil servants, and judicial structures directly contradicts narratives portraying Eastern Congo as a permanent “ungoverned space” requiring indefinite external stewardship. The issue of mineral governance is also central. Re-establishing state control over strategic mining zones is not only a security matter; it is an economic sovereignty question. The revenues generated from these resources are intended to finance stabilization mechanisms such as the P-DDRCS and strengthen the state’s ability to deliver governance and reconstruction. On the humanitarian front, the Congolese position is equally clear: the return of displaced populations cannot remain permanently outsourced to regional containment strategies. Refugees and internally displaced citizens must return home through secured humanitarian corridors protected by national institutions, alongside the rebuilding of schools, hospitals, and local infrastructure in North and South Kivu. This is where the fundamental divergence emerges. The regionalist approach assumes the DRC is structurally incapable of securing itself without neighboring guarantors. The Congolese position argues the opposite: that decades of instability have been sustained largely by external interference, cross-border armed networks, and foreign-backed destabilization. From this perspective, peace is not a negotiated equilibrium between competing regional interests. Peace is the restoration of constitutional authority across the entire national territory. The Washington Accords and ongoing diplomatic processes reinforce a principle that should remain non-negotiable: respect for territorial integrity and the dismantling of foreign-backed armed groups. The restoration of state authority in Eastern Congo is therefore not symbolic rhetoric. It is the only sustainable foundation for security, humanitarian recovery, and long-term regional stability.
