Tbh I think the explosion was real. The levelling of them obviously real. The planes overlayed. The footage given to media and spread. The power of suggestion took care of the planes in the public mind. And the "I saw it" crew who just wanted to say they were there supported the story because they were near it and just were told there were planes so they said they saw it.

Penalties issued during the race are harsher as they can cause you to lose a position you have to waste time fighting back for. Penalties like this one are always given during the race.
