You're asking new technology to adapt to rules that are completely antiquated and are impossible to fully comply with the way they're currently structured.
Maybe it's time to get people in office who actually understand the nuances of the industry to help set up a framework that actually makes sense, rather than listening to someone consistently bicker who was in their prime when the home computer was just starting to go mainstream.
