Controlling is a strong word, but it's enough to threaten civilians trying to transit, which makes sense, it's not worth the risk if someone threatens to shoot them for some oil or cargo. And "fighting" is a strong word too, they can retaliate at some targets each day but that's about it. I wouldn't say a country is in a strong position if their entire airspace is open to the enemy
