What is the process for Tender in Tamil Nadu ?
Ever wondered how the government decides who gets to build that new flyover, supply school laptops, or pave the roads in your neighborhood? It isn’t decided by a simple handshake behind closed doors. Because taxpayer money is on the line, public procurement in Tamil Nadu is bound by strict legal frameworks designed to keep the system fair, open, and highly competitive.
Here is a quick,breakdown of how the public tender process actually works.
The Rulebook
The entire system is anchored by the Tamil Nadu Transparency in Tenders Act, 1998, and the accompanying Rules of 2000.
At its core, this legislation makes it illegal for state departments, municipal corporations, or government agencies to procure goods or services without an open tender process. It is the definitive guide on how public money must be spent.
The Step-by-Step Process
• 1. The Blueprint (Notice Inviting Tenders - NIT)
The government department identifies a need and drafts an NIT. This document acts as the rulebook for the specific job. It outlines the exact technical specifications, the estimated budget, the eligibility criteria for contractors, and the deadlines.
• 2. Going Public (Publication)
To ensure maximum competition and prevent monopolies, the tender must be widely advertised. It is uploaded to the state's central online portal, listed in government bulletins, and for higher-value contracts, advertised in major English and Tamil daily newspapers.
• 3. The Preparation Window (Time Limits)
Bidders need adequate time to run the numbers and submit a realistic proposal. By law, the government must provide a minimum bidding window:
• 15 days for contracts valued under ₹2 Crores.
• 30 days for contracts valued over ₹2 Crores.
(Note: Shorter notice periods are strictly reserved for verified emergencies and require written sign-off from higher-ups).
• 4. The Two-Cover System (Submission)
To keep the evaluation fair, contractors usually submit their bids in two separate digital "covers":
• Cover A (Technical): Proves the contractor is capable. It contains their past experience, financial stability, equipment ownership, and a security deposit.
• Cover B (Financial): Contains the actual price the contractor is quoting to do the job.
• 5. The Reveal & Evaluation
Tenders are opened at a predetermined time, often in front of the bidders to maintain transparency. The authorities check the Technical covers first. If a contractor doesn't meet the strict technical criteria, they are disqualified immediately.
• 6. The Award (The L1 Bidder)
Finally, the Financial covers of only the technically qualified bidders are opened. The contract is generally awarded to the L1 Bidder the "Lowest Evaluated Responsive Bidder." Simply put, the qualified contractor who offers the best price to the taxpayer wins the job.

Agreed I have posted yesterday how much centre is giving to every state. This is to not attack DMK, this is comparison of performance with other peer state. In white paper it should be there. Without comparison metrics one cannot gauge the performance. I have isolated the centre amount. I have posted fiscal performance of all state with their own revenue. I will provide more detailed post how much Center GST is going to every state.

Lagging or doing worst than peers
1. Revenue Receipts/GSDP%
2. Fiscal Deficit/GSDP%
3. Debt/GSDP %

Almost 27% of revenue receipts coming from TASMAC.
Debt is way higher and crosses red flag situation.
Committed expenditure mostly coming from Pension & Government employee salary.
In all parameter Maharastra doing too good.
