Under the law of armed conflict, the question is not whether something is not part of “civilian infrastructure”, but whether it provides a concrete military advantage to the enemy. Each strike must be assessed against the principles of necessity, distinction, proportionality, and precaution. If those are met, as appears to be the case here, it is lawful.
