Vikas ji, Rodtep & Rosctl extension beyond March 2026 for another 5 years at same rate for all exporters is important as of now for exporters to sustain. For export to GCC countries additional one time incentive ranging from 2-5% (max cap of Rs 5 cr per exporter) for 2026-27 can be considered by Govt for exporters to sustain and overcome additional freight, insurance premium and stock holding losses.

At this crucial time, Indian exporters are playing a vital role as the nation’s economic frontliners. By sustaining exports, bringing in valuable foreign exchange, and supporting employment, they are acting as a strong economic force driving the country forward. Continued policy support will further strengthen India’s export performance and contribute meaningfully to overall economic growth. The extension of ECGC cover is a welcome and timely initiative, providing essential protection and enhancing exporter confidence in uncertain global markets, particularly in high-risk regions. Building on this, there is a strong opportunity to further empower exporters by enabling them to take calculated risks based on their market expertise and business understanding. Introducing a temporary (6 months) MEIS-type incentive or a “Special Risk/War Relief” scheme can provide immediate and practical support. Designing such incentives in a holistic manner, covering all exports from India, will ensure broader impact, as global disruptions are affecting demand across regions. Additionally, linking benefits to incremental performance (DDK) can encourage growth and wider participation. Further strengthening the Duty Drawback scheme or introducing a similar mechanism can deliver direct and immediate financial benefits, helping exporters manage pricing pressures and remain competitive. These measures will be especially beneficial for MSMEs, enabling them to sustain and expand in global markets. A balanced approach combining ECGC support with holistic, performance-linked incentives can significantly enhance India’s export competitiveness. RoDTEP is remission of duties and taxes paid on Export Product and not an incentive by GOI. This has been substantiated with back up evidence by Exporters in their return. Why Budget should be there as actual tax collection to be refunded. Rationalisation of rates can’t be done for Remission schemes. DGFT to review.

Indian exporters are facing an unprecedented crisis in shipments to the Middle East. Many Shipping lines have suddenly imposed Emergency War Surcharge of up to $3000 per 40ft container, whereas the normal freight for many Gulf destinations was only $150–300. At the same time, following the latest war risk circulars, several insurance companies have withdrawn marine war risk coverage for vessels passing through the Red Sea, Gulf of Aden and adjoining waters. This has created a situation where exporters are not only paying extremely high surcharges but also struggling to secure insurance cover for cargo. Markets like Saudi Arabia, UAE, Qatar, Oman, Kuwait & Bahrain are crucial destinations for Indian MSME exporters including home textiles, garments and consumer goods. Without insurance protection and with such extraordinary freight escalation, shipments to key ports like Jeddah and Jebel Ali are becoming commercially unviable. Thousands of MSME exporters may face order cancellations and supply disruptions if urgent steps are not taken. HEWA IS RECEVING PHONE CALLS OF MSME EXPORTERS FROM ACROSS THE STATES: 1. Present booking cancelled across these sectors (West Asia, Gulf). 2. Europe Booking: Fewer options with almost double transit time. with increased freight 3. local cfs is not accepting the goods in JNPT, like JWR etc if goods destined to Gulf & west asia. 4. Payment cycle delayed badly. 4. Many containers are on the way to Jebel ali and other ports and MSMEs dont know what to do as destination port is non functional or partial functional. HEWA’s appeal to Govt of India: Relaxation of detention charges from shipping line, 2. Immediate release of RoSCTL/other refunds of exporters. and no decrease in the rate etc of RoDTEP/ RoSCTL due to trade disruption 5. cheaper availablity of credit to exporters plus realisation of shipment proceeds from 9 months to 365 days. @HewaIndia Very bad situation sir. Looks like May Day call for exporters. With Rodtep gone, Stress of fulfilling year end targets. And budget reduced for ROSCTL. If the help does not come now. Many companies will face dire consequences.
