Looked a bit more into it. It appears that California checks, or at least is supposed to, whether you're a legal citizen/resident when you get your real ID drivers license or state id. Which is why they created a special type of different drivers license you can get if you can't prove your citizenship. (The AB60) When you register to vote you have to provide your SS#, Drivers License, or State ID. So the next question would be, does the voter registration accept an AB60 license number. If it does, obviously that would mean that yes illegal aliens could easily register to vote. If it doesn't accept it, I don't see how illegals could vote without fake documentation, as long as the system is working as intended. There is a potential issue which is that that supposedly while you have to provide proof of your citizenship status at the time of applying for a real ID, that information is not saved or associated with you real ID. Which seems retarded if true. So the idea would be that a non us citizen who is in the country as a legal resident, could get a real ID, then potentially use that to register to vote. However, most states maintain records of citizenship status when getting a drivers license, and most states supposedly, cross reference that when registering to vote. Though I haven't found an exact list of states yet. Also it looks like most states actually have the same system as California. Most just have a check box with a perjury penalty. Would have to check further but it seems like this is because most states have similar requirements where you have to put your SS# or provide a real ID drivers license, and the DMV is supposed to have the citizenship info in a database. Also, also, your social security number does list your citizenship status with it, and it is stored in a database, so that should be the easiest way to check. I believe the way it should work is that, if a person is born in the US and has a SSN, they should automatically be registered to vote at 18. There's no reason I can see not to if the government already has that information. If for whatever reason a US citizen somehow does not get auto enrolled or someone becomes a US citizen, they could prove their citizenship status with a birth certificate, passport, or whatever else could be taken.
