Budgeted disaster aid is increasingly well short of actual need, leading to deficit-financed supplemental appropriations like the $100 bln in the CR. If you want to cut the deficit, move cost back to states through a federal insurance program with premiums based on disaster risk.

When inexperienced people put together construction budgets, the big thing that I see them miss is....the little things. What do I mean by that? Stuff that's not immediately obvious to someone who hasn't done a lot of construction. Stuff like: - permits - trash hauling - cleaning/picking up between trades. Most guys will leave things "broom clean," but that doesn't cut it all the time - like between your drywall finisher and your painter. If the space is "paint ready," your painter won't charge nearly as much as if he has to clean and prep. - little random stuff that falls between trades. If your electrician makes a hole for a new outlet, they're not patching the drywall, for example. If your HVAC guy removes some radiators, they're not patching the hardwood floors. - subtleties of the location. Can trucks easily make deliveries? What size trucks? Is there easy parking for subs? What are the rules for police details, street blockages, and/or sidewalk work permits? - exuberant demo. At the beginning of a project, it's very easy to rip out a bunch of stuff, and not think clearly about the implications. One of the crews I always watch the closest is a demo crew. They can cost you more in a few hours than almost anyone, by increasing your finish scope well beyond what you intended! - weird local regulations. I work in some jurisdictions where the owner is responsible for street trees in front of their buildings - even when they are intertwined with power lines or on multiple properties or on public property! - scope "percentages" as they relate to codes. For projects in existing buildings, code has certain thresholds that, if you cross them, you have to bring the whole category up to code. [For example, if you touch more than x% of a building, then 100% of a certain scope [electrical, plumbing, etc] must be fully brought up to code.] So, there are strategic reasons to keep certain scopes under certain thresholds. Some thresholds are zero! So watch out. - thinking that they can manage a bunch of subs on their own, and that they'll be able to keep them to a schedule. Even the best subs have hiccups or things beyond their control that affect their schedules. - skimping on the right professionals, and overpaying the wrong ones. - misunderstanding the role of inspectors and building officials. They have enormous latitude, so don't piss them off. And, they don't have a blank check. You can [gently] push back on requirements if you find the applicable codes and are pleasant and professional. If you don't handle this right, it can cost you a lot of money. - negotiating on the wrong things with subs. Find a way to make their jobs easier, be pleasant, and pay on time. Don't nickel and dime. Don't be a pushover. This is a skill learned over many years in construction, and if you're new, you will pay for the privilege of learning these skills on your first few projects. - and many more! Here's a map of storms that have taken a track sort of like this one will. The 1867 storm is wild. All of these were October storms too. Perhaps the best analog right now may be the 1888 one. (Hurricane Seven: en.wikipedia.org/wiki/1888_Atla…). Of course, Tampa's pop in 1888 was ~ 5,000.

There is very little known historical precedent that I can find for a storm tracking this far across the Gulf and hitting Florida's west coast. Cannot stress enough that even though many of these areas are storm fatigued, it's time to begin preparing again.
