It now seems that this announcement directly means local existing property taxpayers will have to make up the difference if cities reduce, discount or exempt any DC’s. This could’ve been a straight up swap moment of legislation and funding to actually get housing built and sold which is what everyone wants. This now feels like it’s going to be a drawn out process and legislation that can apply differently based on the local realities and fiscal capacity of each municipality.
