Set up government policies that tax the target population and funnel their wealth into the invaders' pockets, as to balloon the importees' birth rates, while crushing the host's.
And of course, create laws that keep the migrant rapists/murderers protected at all times, so they are always on the street providing the added bonus of simply slaughtering people. (Thus lowering social safety even more, which further lowers the native birth rate...🔄🔄🔄)
In short, use severely low-IQ migrants as a bioweapon deployed to exterminate the smart goyim, and replace them with dumb goyim.
