Good questions. I’m not an economist so can’t speak to the full extent. But I imagine it is mainly to do with supply management protection. Tariff rate quotas are permitted under World Trade Organization rules and are used by many countries, including the United States, for products like sugar, dairy, and certain agricultural goods. The U.S. has trade quotas on Canada, also. With certain cheeses, milk powders, butter, and other dairy products. Canadian exports can enter at a low or zero tariff up to the quota, with higher tariffs applying above it. Removing the over quota tariff because it hasn’t been triggered would be like canceling your house insurance because your house hasn’t burned down. The policy exists in case circumstances change. (On both sides of the border and defined in the USMCA framework) The ultimate decision for the Canadian Government. Protect the dairy industries supply management in Canada, or remove quotas allowing non-Canadian dairy to entry the market in much higher numbers, possibly fracturing the Canadian dairy industry.
