Not only have I lived in LA for almost 20yrs and been able to witness our descent into 3rd world first-hand, but I also spent that time working in substance abuse treatment Whenever anyone would ask for a solution, I'd give them this EXACT list. It's not complicated, as any behavioral healthcare worker could tell you. If our city was a family, we'd have sent the past few mayors to Al-anon and told them that they were killing their son just as much as their drug dealer. Of course, the biggest difference being that the average family in our walls wasn't getting rich off the graft and corruption which seems all but institutionalized now I'd just add that body-brokering doesn't stop at just publicly-funded programs, and is an unbelievably widespread issue (>70%) in private treatment, too.
