3/5 The government response on the day this matter was raised was wholly disappointing, particularly the contribution from @ Michael Healy-Rae. Whistleblowers save the State millions of euros annually, yet continue to be marginalised.

Among the 40 Irish submissions is John Barrett, former head of HR at An Garda Síochána, who says he and his family have suffered “irreparable” damage since he made disclosures about the treatment of Maurice McCabe and financial mismanagement at Templemore Garda College. He alleged that the State’s response was to “destroy the messenger.” Other whistleblowers include civil servant @Default69202648 Shane Corr who exposed the Department of Health’s secret collection of data on autistic children; former prison officer Noel McGree, who described a campaign of harassment against his family after reporting alleged corruption; and Defence Forces whistleblowers Leo Quinlan and Marc Garrett, who described reprisals ranging from humiliation to dismissal. The EU whistleblower directive, introduced in 2019, was designed to shield workers across Europe from retaliation. But many Irish submissions claim that, in practice, protections collapse when wrongdoing is exposed in powerful institutions. Critics argue this reflects a poor national record in protecting whistleblowers, despite laws dating back to 2014 and amendments in 2022. Transparency International and independent reviews have also found a pattern of Irish whistleblowers being maligned, penalised or silenced. The volume of complaints now before Brussels will increase pressure on Ireland over its handling of those who come forward in the public interest.
