Tom - one of the (many) issues with the ill-conceived plans on Oxford Street is that they will push more traffic through the areas around the street, including #Soho, as well as #Fitzrovia, #Mayfair and #Marylebone. The opposite of what it sounds like you want to see.
Businesses and residents need some traffic throughout the day and emergency vehicles need access, too. That means the roads can't safely be made totally traffic free.
Private cars have long been banned from Oxford Street, already. But the buses, cycles, delivery vehicles and fire engines will still need to go somewhere. Those with young children, older people and many with physical disabilities also need to get to shops and services on the street.
The idea of a Barcelona-style model of quiet streets and outdoor cafes appeals to some, although not everyone. But to get that to work you need to have blocks of pedestrianised streets with major arteries connecting and servicing them. The Mayor is doing the opposite of that by pushing pedestrianisation on the main arteries, like Oxford Street.
Pedestrianising Oxford Street therefore makes it harder to bring in more traffic limits in Soho, and other places. There's a trade off needed.
Anyone can make digital images of a prettier Oxford Street with more trees and less traffic but actually making the area work is hard.
That's why Labour and Conservative review of this for 25 years have reached the same conclusion: lessen traffic on Oxford Street but don't fully pedestrianise then upgrade the street (we had £100m committed to this, half from businesses before the Mayor revived his already dead-once plan).
The people who live and work nearby know the area best and will all tell you this is an ego-trip idea that will wreak havoc on the areas around, with net negative economic and carbon impact.
