Government tends to function better as a regulator than an operator, in Canada. That's the evidence.
Government owned housing in Canada is the most compromised, most poorly managed, most poorly maintained - unfortunately.
There are excellent not for profit and private rental management companies in Canada and some that are terrible (including some terrible not-for-profits).
Government regulation is the best way to weed out the ones that are terrible to protect the housing needs of Canadians.
