#ALERT Somalia’s Cycle of Electoral Instability and the Case for Political Dialogue Somalia has yet to break free from the pattern of turmoil that surrounds its electoral processes. Whenever a government’s mandate approaches expiration, the nation is plunged into a familiar cycle of political tension and disorder, one that routinely spills over into broader insecurity and further weakens an already vulnerable state structure. Despite the considerable distance between the government’s position and that of the opposition, a middle ground is not out of reach. What is required is a genuine willingness from both sides to set aside self-interest and allow the welfare of the nation to guide their decisions. The president continues to exercise formal command over the country’s Security forces, whose personnel remain duty-bound to follow his directives. The opposition, however, is far from powerless, holding substantial arms that could be turned against ordinary citizens if the situation were to deteriorate, people who already bear the weight of poverty and daily hardship without the added burden of armed conflict. Ultimately, no arrangement other than a negotiated political settlement, one rooted in a shared commitment to Somalia’s stability and the wellbeing of its population, can be trusted to preserve the fragile but hard-won progress made in building functional state institutions over the course of many difficult years. #SecurityAlert Militant Resurgence Across Africa Tests Fragile State Control As previously highlighted on multiple occasions, terrorist groups operating across Africa are experiencing a significant revival, particularly in both East and West Africa. This resurgence is now extending into Central Africa, where ISIS is gaining strength, especially in countries such as the Democratic Republic of Congo and the Central African Republic, along with other neighboring states. In West Africa, the growing assertiveness of Al-Qaeda-affiliated branches is becoming increasingly evident. The April 25 attack in Mali is likely to embolden these groups to expand their operations into countries that have so far remained relatively insulated from terrorism, including Benin, Senegal, Ghana, and Côte d’Ivoire, among others. Historically, these groups have maintained a presence in Nigeria, Niger, Mali, Burkina Faso, and parts of Cameroon. The human toll is rising sharply, with civilians of different religious backgrounds bearing the brunt of the violence. At the same time, the capacity of governments in affected regions to contain or reverse the spread of these terrorist organizations continues to weaken. Notably, many of these groups initially emerged and developed during the period when U.S. and French forces were actively deployed in these regions. However, their operational capabilities have expanded more significantly in recent years, particularly as some countries began hosting Russian forces. Effectively countering these threats will require comprehensive and coordinated strategies among affected states, supported by committed international partners who are genuinely invested in combating terrorism. #SecurityAlert JNIM and FLA Offensive in Mali Triggers Rising Casualties and Strategic Shock The casualties resulting from the coordinated, multi-front attack carried out by JNIM and the FLA on major cities in Mali continue to rise. It has been confirmed that Mali’s Minister of Defense, Sadio Camara, was killed, while the head of the National Intelligence Agency, Madibo Koné, is believed to be in critical condition, hovering between life and death. Security analysts have described the joint operation by the two groups as the most powerful and sophisticated attack seen in West Africa to date. At least ten vehicle-borne improvised explosive devices, VBIEDs, were reportedly used by the attackers. The FLA is also said to have reached an understanding with Russian Wagner forces stationed at some of the targeted bases, allowing them safe passage to withdraw, although a number of Russian personnel were reportedly killed. It remains unclear whether the attacking forces intend to hold the positions they seized or withdraw. Meanwhile, Malian forces are in the process of regrouping after suffering setbacks in the previous day’s fighting. The growing strength of jihadist groups across the Sahel region, particularly in Mali, Niger, and Burkina Faso, has intensified since the withdrawal of US, French, and EU forces from these countries. #SecurityAlert Al-Shabaab, OLA Explore Cooperation in Ethiopia A developing report suggests that Al-Shabaab has begun building trust with leaders of the Oromo Liberation Army (OLA), with the aim of exchanging expertise and identifying areas of shared interest. According to the report, a senior OLA figure JAAL FIYE recently traveled to the tri-border area between Somalia, Kenya, and Ethiopia to meet with an AS leader and recruiter known as Awale. There are indications that AS fighters may attempt to enter Ethiopia under OLA supervision, potentially receiving training alongside OLA units in preparation for future operations. It is widely believed that AS leader Ahmed Diriye remains intent on expanding the group’s presence into Ethiopia by any means necessary.
