Around 2:00 Robert Reich says that stock buybacks increase share prices by reducing outstanding shares due to "supply and demand." However, stock buybacks also reduce the company's cash. They have to spend cash to buy back stock. So long as investors value cash at a dollar per dollar, this shouldn't change share price. Example: My company is worth $1,000 due to having $100 of cash and $900 dollars of other assets, and we have 10 shares of stock valued at $100 each. I spend $100 dollars to buy back a share of stock. Now, there are only 9 shares of stock (the supply and demand effect professor Reich refers to) but, my company is also less valuable (spent $100 to do the stock buyback). The price per share $900/9(outstanding shares) remains $100. Of course, stock buybacks may (correctly?) signal to investors that management believes the stock is undervalued. That might lead to increased investor interest. Or, conversely, it may signal management doesn't have plans for big capital investments in the future. It's also not correct that stock buybacks were categorically illegal before Reagan (as Reich implies). Instead, under Reagan the SEC published rules about how companies could do share repurchases legally. Previously, the legality was ambiguous.
