CEO of Cenovus states Carbon pricing DOES NOT lower emissions

Without a pipeline permit, builder, investor, route, new approved oil production to fill it, and construction start date there's no "deal" except a contract for higher carbon taxes. I won't be fooled and I'll bet a lot of Albertans won't either.
