Now new UGC rules that students and academics say can chill dissent and worsen discrimination have all exploded under his watch. Here in the clip Jeetu Mundu himself admits the bank asked for a death certificate, and he didn’t have it. That’s why it’s misleading to say the bank alone is guilty. The deeper failure lies in the support system around him: • ASHA workers: Should have notified the panchayat and guided Jeetu with paperwork. Their absence in the scene shows a breakdown in grassroots outreach. • Panchayat leaders: Could have certified the death and helped him apply for the certificate. That didn’t happen. • Local NGOs: In tribal belts, NGOs often step in to bridge literacy gaps. Here, no one intervened. • Administrative machinery: RI and block office should process certificates quickly. Their inaction left Jeetu helpless. The irony is sharp: this happened in the tribal CM’s native district Keonjhar, which should have been a showcase of accessibility. Instead, it exposed ground-level gaps poor awareness, weak panchayat & administrative support, and missing NGO presence.
