I am a Civil Servant with 26 years of service. Using the existing legal framework under the Whistleblowers Protection Act, 2010, I reported corruption within my Ministry to the Inspector General of Government on 22nd November 2022 and later to the Criminal Investigations Directorate in May 2023.
Following these disclosures, one of the Ministers in the Ministry of Works and Transport openly stated that I would be “benched” for reporting my superiors to the IGG. Despite my persistence, including repeated follow‑ups with both CID and the Directorate of Public Prosecutions, no meaningful action has been taken.
If Civil Servants who dare to whistle blow are punished and sidelined for years, what incentive remains for others to act in defense of integrity? I am 70% certain that my interdiction was orchestrated under ministerial instruction, possibly reinforced by external officials misled into believing I am merely a rebellious officer. Instead I was interdicted. Which in itself is illegal.
This narrative is false. For 20 years of service, no one ever accused me of insubordination, incompetence, or rebellion. On the contrary, I consistently ranked among the highest‑performing Civil Servants, until the moment I began questioning the misuse of money and the abuse of power.
So PO 002 one of the best ways you can kick off this term by showing commitment, arrest the person I reported. Prosecute him. I will bring you 50 Witnesses. Senior High Level Staff in the Ministry. Otherwise this will just be another term of lip service

To multiply a country’s economy tenfold, you need at least energy and infrastructure. In each of those critical areas, the performance of the Ugandan state is characterized by gross incompetence. I do not see how we can achieve that - @AndrewMwenda #UBCBehindtheHeadlines
