The more of your DNA is caucusoid, the more White you are. The more that your caucasoid DNA originates from northern-origin populations like scottish, british, swedish, norwegian, German, the more white you are.
The whitest people are blonde blue-eyed nordics. Mediterraneans are less white. People of mixed race including caucasoid and non-caucusoid are non-white since their blood is partially non-white, but still whiter than somebody with no caucasoid blood.
To put it simply, it is the strength of your belongingness to a specific genotype.
Different people will "make the cut" in different places, but the principal is always the same. Personally, I think people stop being white somewhere around Greece and Spain and southern Italy, but there are still sporadically white populations in places like turkey. If you have to think really hard about whether someone is white, they probably aren't. In my opinion, the most perfect group to exemplify this is Armenians. That's a real borderline case.
