Your right. So what your saying is that the classified of landlocked is determined by if a vessel the exact size that traverses the Great Lakes, no larger or smaller, can travel from the said body of water to the ocean. You can’t just make your own rules for what something is. A landlocked state or nation does not border the ocean, simple as.

To put this into context, a trillion dollars could pay for the budget for the entire state of Michigan, a state of 10 million people, for all of the schools, roads, healthcare services, veterans services, public safety, state parks, universities and everything else…for over 12 years.

Follow up: The issue is Kharg would be an open amphibious landing on a small, exposed island with little cover or concealment, against a country built around drones, missiles, mines, IEDs, and asymmetric warfare. Not to mention conventional dug in forces and terrorist fighters.
Iran had 60+ days during a ceasefire to mine beaches, pre-sight artillery, build obstacles, harden positions, hide drone teams, and turn roads, buildings, ports, and fuel infrastructure into IED problems. This is a country that perfected the EFP in Iraq against the US.
Air defenses would have to come from ships either anchored or defensively maneuvering to defend themselves WHILE defending the marines on shore. Or air assets could engage, but as we have seen, they are vulnerable too.
Those ships would be targets to because their air defenses would need to at least be as close to the marines as the enemy Then, you have to sustain the marines as they secure the island for days to weeks.
