Tigray needs to be integrated (way overdue as this was a requirement of the Pretoria agreement) to the Federation or given its constitutional right to self determination (Article 39). Unfortunately, Abiy Ahmed’s attempt to “extend” Tadesse’s tenure relies on an expired law (see image below) that was intended for circumstances incompatible with the Pretoria Agreement. Legal experts who have examined the issue closely argue that this move places Tadesse in legal limbo and, more critically, leaves the people of Tigray under an administrator with “no lawful mandate.” Now the elected councils of Woredas in Tigray have started proceedings to elect representatives that could potentially form some form of ‘parliament’ that could intervene to solve the crisis. Reports indicate that the TPLF is against this conference of city and Woreda councils.
