I’ve been asked several times to buy a lesu and cover my suit trousers: at Parliament, Luzira Prison, and even during VDs at several schools. These days, I just keep one in the car. I’ve always assumed it’s rooted in cultural beliefs… or the lesu industry cartel.

@sdkafeero @CKyobutungi @DCICUg My niece’s school in Entebbe denied me access even if I was in the car- coz they don’t allow women wearing trousers on school premises. It was raining & the Askari jammed even if I assured him I’d remain in the car. He advised me to borrow a Lesu from a kiosk lady outside.

Like I posted somewhere else: Too often we act as though the status of being a government agency frees us from the obligation to ensure that citizens feel respected, informed, and satisfied. That attitude is precisely where the problem of initiatives such as this fail. We don’t to learn from experience, despite previous hindrance and we end up creating a crisis of our own making. I haven’t used a Taxi/Kamunye/Matatu since 2008, so I won’t pretend to know their current day‑to‑day mechanical condition. But one thing I know is no one in this country has the authority to stand on the roadside and declare a vehicle a DMC. At best, they can suspect and then send it for inspection. That’s the law. Everything else is theatrics. Now let’s deal with the facts people are conveniently ignoring: 1. Taxis are structurally defective the moment they hit Ugandan roads. They are not manufactured as taxis. They are converted—crudely—by welding in extra seats and fastening “seatbelts” made similar to trouser belts. Everyone knows this. Everyone pretends not to. So who is shocked that they will fail inspection? 2. The operators are vulnerable youths. Let’s stop acting like you can roll out a nationwide motor‑vehicle program by starting with one of the disadvantaged, most exploited group in the transport chain. You will meet resistance because you are targeting the easiest victims, not the real problem. 3. PSV licences are issued after supposed inspection. There is also a real question is simple. Taxis are issued PSV licences each year after inspection so how did these so‑called DMCs get PSV licences in the first place? Someone inspected them. Someone approved them. Someone signed off. The hypocrisy is staggering. 4. The inspection equipment has reached their end of life cycle. Most of the machines installed a decade ago have reached end of life. Add in that they have not been used for years, makes it worse. Mechanical engineers know this: equipment deteriorates faster when idle. For example Exhaust Gas Analyzers expired after three years. Yet we pretend the system is “scientific.” 5. The software that determines pass/fail doesn’t exist. The entire backbone of the inspection process — the software that captures data from the machines — is not yet in place. It should be developed tested and piloted before inspection of anyone’s vehicle. So what exactly are we calling “inspection”? It’s still basic visual checking dressed up as modern regulation. 6. Only one station is operational. Out of seven stations, only Namanve is functioning — and it sits on one of the busiest, least accessible roads in the country. Jinja Road. How do you enforce a national program with such a bottleneck? So yes, sensitisation is necessary. But let’s stop lying to ourselves: the entire project is riddled with structural, technical, and procedural failures that must be fixed before anyone starts shouting about DMCs due to the collapse of the program in 2017/18 which some people blame on me and yet I even have access to Minutes of Parliamentary Committee and an IGG report saying something different. If we want compliance, we must first build credibility. Right now, the system has none.
