The @x402 handle should be owned by the team, organization, or group of people who created x402 and will continue to maintain it in the future. An attempt to co-opt the handle for a specific ecosystem or network is a very bad look, and is very much against the ethos of crypto.

Zcash has a complex mix of governance. ONE aspect of it is a committee called ZCAP run by Zcash Foundation that votes to gauge community sentiment and elect Zcash Community Grants members who can allocate 1/3 of the dev fund for projects. The other TWO THIRDS is already allocated through coin-holder voting in the form of retroactive grants. So Zcash already has a massive amount of dev funds under the direct control of token holders. Mert and others want to change this from 67% to 100%, but they make it sound like some evil closed committee controls it all. As for the committee ZCAP, it’s not some closed thing. Anyone who contributes to the Zcash community in many ways is asked to join. Also, none of this is forever. It all expires and needs to be renewed in 2028. With inaction, it disappears. The awkward beauty of Zcash governance is that the community gets to see how various diverse parts of the community view the ecosystem. It’s not just one view—that of the coin-holders. What Vitalik says is true, the coin-holders alone will not be good custodians of Zcash’s core mission of privacy due to a misalignment of short-term incentives. And if the core mission fails, Zcash fails.
