@WSJ This article misses most egregious part of proposal - that a unit’s rent would be set at its Jan ‘26 level and inflate annually from there. No reset to market if tenant leaves on their own. This detail makes it one of the strictest in the nation. New construction will crater.

Barrington's Transportation Advisory Committee met today to discuss "parking near the beach". The neighbors who abut the beach showed up in force, with more than 20 in attendance, all opposed to anyone parking on “their” streets. Two (myself included) attended to advocate for increased shoreline parking. To be clear, Barrington has made parking near the beach illegal almost everywhere within a mile of the shore. It is important to note that Barrington does not, in practice, have a complete ban on parking near the beach. Residents who live along streets posted as no-parking near the beach can call the police department to request that their cars (and the vehicles of visiting friends, party-goers, etc.) not be ticketed at certain times. At the same time, these same residents can call the police to ticket cars they do not recognize that dare to park along the same street. One beach neighbor complained that they called the police to request that they not be ticketed while their house was being worked on, and they were ticketed anyway. The most outrageous statement made at the meeting was by someone who attended by Zoom, who stated that Barrington residents who live near the beach pay “a premium” in property taxes and therefore should, I’m paraphrasing here, enjoy their access at the expense of residents who live “on the other side of town”. I would gladly trade property tax bills with a great many of the homeowners who live in the “privileged zone”. “Safety” was a common theme put forward by the no-parking crowd. They claimed it isn’t safe to park along a street where there are no sidewalks. Very few roads in town have sidewalks, yet children throughout the town are not being run over in quiet neighborhoods like this beach area. There was angst about impeding emergency vehicles if parking was allowed along the “narrow” roads in the area. Some of these roads are wider than 27 feet, with some exceeding 30 feet, more than wide enough to safely accommodate parking on one side of the road. The town’s (and the neighbor’s) hypocrisy is the idea that the safety issues that come along with street parking somehow disappear when a neighbor calls the police department to get a get-out-of-parking-ticket pass for a bunch of party-goers. Drive through these streets on graduation weekend or the Fourth of July – the streets are packed with “friendly” vehicles parked along the road. No neighbors call the police department during these weekends to request mass ticketing. It is one of the few times I feel comfortable parking in the area to access the shore. How can this be considered safe when a single car parked along that road is not? Drive through the neighborhood on any non-summer day to see dozens of neighborhood cars parked on the street. Other neighbors suggested (some quite stridently) that non-beach-area residents could park at the grammar school just under half a mile from the beach. There are no sidewalks along any road for pedestrians to safely make that longish walk, and there is a hill that the less able among us would find a challenge. Imagine hauling young kids that far on a smoking hot summer day. Instead of calling the police to get permission to park guests in the no-parking zone, neighbors should be forced to have their guests also park at the grammar school. Why do these neighbors insist on very inconvenient solutions for other Barrington residents that do not also apply to them? I also imagine that “strangers” parking at the grammar school raises its own load of “safety” issues that are far more real than neighbors’ concerns. The town of Barrington is practicing discriminatory parking policies. If parking is “unsafe”, then no one should park on those streets for any reason. None. It is complete crap that a neighbor can call the police, have friends park in the area, and not get a ticket, while I cannot, I suspect, do the same thing. I am sorely tempted to try. The town’s parking ordinance does not say that there are exceptions to the no-parking ban. The law says the ban is total. Do I think that no one should park on those streets? Of course not. Many of the neighbors at the meeting imagined something like Gillette Stadium parking chaos if “outsiders” like me are allowed to park on their streets. No one is suggesting that. Specific parking spaces can and should be clearly marked out. A handful of strategically positioned and spaced apart spots would have no negative impact on any real safety issue. Make these spots available only to residents who bought a beach parking permit. This would make the parking enforcement job easier for the town’s police force. There are many ways to provide some shoreline access without degrading neighbors’ quality of life. I’ll let you know if I decide to call the police department to request a parking ban exemption. I am as deserving of getting that exemption as any Barrington resident who lives on one of those streets, perhaps more so, if the amount of taxes paid is the metric for determining who gets the privilege of parking on those streets. The issue was tabled. Additionally, the request that led to this agenda item aimed to improve the accommodation of neighbor requests for parking ticket exemptions. I have just submitted a request to consider the broader issue of Barrington resident parking along these streets.
