Pakistan's biggest enemy is their Geography, they can get J-35, but even that has to take off and land back. IAF already have weapons which can reach every corner of Pakistan even when fired from the Indian Air Space. He uses this theoretical possibility to convince others that he is free & impartial. But his impartiality much like his ability to criticise Israel is also theoretical.
