The session opened with remarks from @JMokku, PhD , CEO of @DLCI_Kenya , alongside Shadrack Omondi Kenya Program Director at Landesa, who provided background on the development of the framework and welcomed participants. The workshop was officially opened by Kabale Jimale, The Director of Tourism, Trade, Co-operative, and Enterprise Development — @isioloCounty011 Participants were then taken through the draft framework by Racheal Kisiangani, followed by active engagement and discussion from community members. The session progressed into a plenary where participants reviewed key components of the framework. The discussions were marked by strong participation, practical insights, and a clear commitment from communities to shape a framework that reflects their priorities and realities. The day concluded with positive feedback from participants, who expressed satisfaction with the process and anticipation for the piloting of the framework. 𝗗𝗮𝘆 2: 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆–𝗜𝗻𝘃𝗲𝘀𝘁𝗼𝗿 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗗𝗿𝘆𝗹𝗮𝗻𝗱𝘀 – 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 Day 2 of the Community–Investor Framework for the Drylands validation workshop focused on engagement with National Government and Administrative Officers (NGAO), recognizing their critical role in supporting community land governance and investment processes. The session was officially opened by Chief Jarso from Charri Ward, Isiolo County, who welcomed participants and emphasized the importance of collaboration between communities, government, and other stakeholders in managing community land and guiding investments. Building on the discussions from Day 1, the workshop provided a platform for NGAO representatives to review the draft framework and contribute perspectives on governance, coordination, and implementation at the local level. The engagement highlighted the importance of: • Strengthening linkages between community institutions and government structures • Ensuring transparency and accountability in investment processes • Supporting communities in navigating administrative and regulatory requirements • Enhancing coordination in the different phases of the framework Participants actively contributed to discussions, reinforcing the need for a practical and inclusive framework that aligns with existing governance systems. Fast-tracking critical agricultural bills and reforms aimed at reducing imports, increasing local production and unlocking international markets will play a key role in transforming agriculture into a modern, productive and export-driven sector that creates jobs and retains wealth for our country. In the livestock sector, bills such as the Animal Identification and Traceability System (ANITRAC) are examples of initiatives set to unlock key export markets, strengthen value chains, and put more money into the pockets of our farmers. I joined Cabinet Secretary Mutahi Kagwe in a high-level engagement that brought together State Agencies (SAGAs) and Agriculture Committees from both Houses of Parliament to align laws, policies and budgets toward strengthening food security and expanding export opportunities. The engagement highlighted the need to modernize outdated laws and strengthen collaboration between Parliament and the Ministry to accelerate reforms that address climate change, production gaps and reliance on imports.

ENGAGING TURKANA LEADERS TO ACCELERATE FOOD SECURITY INTERVENTIONS While the rains are pounding several parts of the country, Kenyans living in ASAL counties are still in dire need of government food interventions. The National Drought Management Authority has been desilting and rehabilitating boreholes, waterpans and earthdams in affected areas for storage of rain water for future use. This morning I held discussions with Members of Parliament from Turkana County to assess the ongoing interventions and reinforcing the food security of Turkana County. I encouraged the leaders to work together with the National Government and County Government to develop lasting solution for the recurring drought in the region.
