@POTUS @VP Article II, section 3 of the Constitution- “he (President) may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper…” The Founders added this power as a practical tie-breaker to prevent one chamber from indefinitely blocking the other on adjournment timing, which could paralyze government operations. This is exactly what @LeaderJohnThune is doing by NEVER adjourning the Senate. No President has ever had to use this power. Why not? Because Trump’s entire 1st term was the 1st time a POTUS was not allowed recess appointments & the Senate is doing it again! Next- The VP, as presiding officer, can overrule the Parliamentarian’s advice on rulings. This power derives from Senate rules and precedents & has been done twice, both times regarding the filibuster- • Hubert Humphrey (1967 and 1969) — on filibuster-related rulings. • Nelson Rockefeller (1975) — on procedures for changing filibuster rules.
