Today marks a historic milestone as the Ministry of Health signed its first-ever Collective Bargaining Agreement (CBA) with the Kenya Union of Clinical Officers (KUCO), cementing a new chapter in labour relations within the health sector. The agreement follows months of structured negotiations and constructive dialogue, fulfilling the commitment made under the Return-to-Work Formula of 10 July 2024 and reaffirming Government’s resolve to maintain industrial harmony through lawful and consultative engagement with healthcare workers. Clinical Officers are a critical pillar in frontline service delivery, and this CBA formally recognises their indispensable role in advancing Kenya’s Universal Health Coverage (UHC) agenda. Upon registration by the Employment and Labour Relations Court, Clinical Officers serving under the National Government will benefit from an enhanced Health Risk Allowance of KSh 7,000 per month effective 1 July 2025 — representing an increase of KSh 4,000. This milestone demonstrates the power of sustained dialogue, partnership, and mutual trust in strengthening a resilient, motivated, and people-centred health system.

After eight years of relentless negotiation. and months of structured, constructive dialogue fulfilling the commitment under the Return-to-Work Formula of 10 July 2024, Clinical Officers have secured the first Collective Bargaining Agreement between Kenya Union of Clinical Officers @kucoOficial and the Ministry of Health @MOH_Kenya. This landmark labour settlement affirms fair labour standards, professional recognition, and strengthens Kenya’s health system. Salute to the Green Army, every Clinical Officer whose unity and resolve delivered this victory. Our sincere appreciation to Cabinet Secretary Hon. Aden Bare Duale @HonAdenDuale and Principal Secretary Mary Mothoni @psmarymuthoni for constructive, responsive engagement, and to S. A. Aden Gedow Harake for principled stewardship of the negotiating committee. This is a labour win for Clinical Officers but also patients as the agreement cements the role of Clinical Officers in advancing Universal Health Coverage and delivering on the government’s Afya kwa wote agenda. The Clinical Officers Council is conducting sensitization sessions for all Clinical medicine, final-year students from 9th to 13th February 2026. The purpose of these sessions is to provide guidance and support to students in preparation for the COC Pre-Internship Examination.
