Rubio calls Zelensky’s claims about troop withdrawal from Donbas “a lie” U.S. Secretary of State Marco Rubio said Washington never demanded that Ukraine withdraw its troops from Donbas in exchange for security guarantees. “That’s a lie. And I saw him say it — it’s unfortunate, because he knows it’s not true,” Rubio stated. According to him, Ukrainian officials were told something different: “Security guarantees will not take effect until the war is over.” He emphasized that this was not tied to any requirement to concede territory. “It was not conditioned on ‘unless he gives up territory.’ I don’t know why he’s saying these things.
