The U.S. State Department says Eritrean authorities treat individuals holding both U.S. and Eritrean nationality solely as Eritrean citizens, restricting Washington’s capacity to provide consular assistance. “Dual U.S.-Eritrean citizens are considered Eritrean nationals by the Eritrean regime,” the department states in its travel guidance, adding that this “limits our ability to provide consular services.” Human rights groups and official records point to several cases involving individuals with U.S. ties detained in Eritrea. Ciham Ali Abdu, a U.S. citizen, was arrested in 2012 at the age of 15 while attempting to leave Eritrea and has been held incommunicado since, according to Amnesty International. Aster Yohannes, who had lived in the United States, was detained at Asmara airport in December 2003 after returning to the country. Her whereabouts remain unknown. Earlier cases include Eritrean employees of the U.S. Embassy, such as Ali Alamin and Kiflom Ghebremichael, arrested on Oct. 11, 2001 and held without charge, according to U.S. government statements. Additional arrests of embassy-linked staff were reported in 2005, including Fitwi Gezae and Biniam Girmay, though details remain limited. Rights groups say detainees in Eritrea are often held without charge or trial, with families denied information about their whereabouts. In the case of Ciham Ali Abdu, Eritrean authorities have rejected her U.S. citizenship status and have not disclosed details of her detention, according to advocacy groups and former officials. The Eritrean regime has not publicly commented on individual detention cases and has historically defended such actions as matters of national sovereignty. Eritrea has long been criticized by international organizations for arbitrary detention practices and restrictions on civil liberties. For dual nationals, the lack of recognition of dual citizenship creates a legal grey area that effectively blocks foreign diplomatic intervention, leaving detainees with little external recourse. The U.S. State Department continues to advise American citizens of Eritrean origin to carefully consider the risks before traveling to the country.
