I feel like as others have said, they need to be embedded into the curriculum, not only giving students the chance to practise these skills, but also with specific feedback. Both students and teachers need to believe that these skills aren't innate.

Education is a 'merit good'. Without the state it would be under-consumed as its benefits to the individual are often delayed and its benefits to wider society are not factored in the decision making of individuals. This chap should teach GCSE economics at his private school.
