DC Statehood would require a constitutional amendment. The Enclave Clause gives Congress jurisdiction over DC, and that jurisdiction can’t be rescinded without amending the text. The 23rd Amendment came out of this whole debate. Making DC a state would make the federal government hostage to the DC “state”, which could use its police and tax power to control and direct the federal government’s actions. The 23rd was passed as a compromise, giving DC representation in Presidential elections by allowing the district a number of electors in the electoral college equal to that of the smallest state. Importantly, the text of that amendment grants Congress sole authority to determine how DC’s 3 electors are chosen. The amendment does not require holding a popular election in which DC residents have a right to cast votes for a slate of Presidential electors. The text as written would in fact allow Congress to *directly choose the electors*. So it is not necessary that future Republican-controlled Congresses cede those 3 electoral votes to the Democrats every cycle by holding a popular election in DC. They could simply appoint 3 Republican electors. Because the 23rd grants authority exclusively to Congress, appointment of the electors would be done by Concurrent Resolution, meaning the President would not even need to agree. So hypothetically, a Republican Congress could still appoint 3 Republican electors for DC over the objection of a Democrat president.
