Rockets have been stagnant since the 70's NASA hadn't made a new booster in fucking ages. Let alone new rocket engine designs. It was to costly they had systems that were 60+ years old that just worked and they stuck with them with very minor improvements due to budget constraints. SRB for instance was invented in the fucking 70's they did fuck all to replace that till 2011 when they started developing on the SLS. Nasa isn't an innovator not anymore because its hands are tied by budget constraints. Thats why the best nasa engineers left to private sector companies to drive innovation (and make way more money). Theres a reason the falcon rocket is miles clear of anything NASA has ever produced.
