Govt claim one of the main reasons to legalise cannabis is to get rid of the black market. Recent Canadian stats say 38% of users reported getting cannabis from illegal or black market sources in the first quarter of 2019, despite it being legal.

The really cunning bit for Ardern is that the pro-CGT votes she's lost will all go to the Greens, making it far more likely they'll reach the 5% line next election. Which might be essential to Labour.

Bit silly that all our politicians are scared to make the big calls that need to be made. Key on retirement age, Ardern on CGT on investment houses. Both 100% necessary and soon, both killed by fear of losing popularity.
