My theory has been that when Google got rid of the AMP eligibility requirements they needed to substitute it with another quality signal and Page Experience worked nicely.
Super useful deep dive on web vitals and SEO. It doesn't touch on what I've found to be the most visible impact, which is eligibility (or at least significant boost) for surfaces like Discover and Google News.
