A Call for Justice, Accountability, and an Independent Investigation Between 11 March 2026 and 11 July 2026, the attached record lists 16 Kuki-Zo victims, including one unborn child, who lost their lives in separate incidents reported from Litan, Mulam-Shongphel, Kotzim-Kotlen Route, Loibol Khullen, Lasan, Kultuh, Lasan-Langka, and Govajang Village. The victims named are Thangboimang Khongsai, Thengin Baite, Letlal Sithlou, Paominlun Haolai, Rev. Vumthang Sithlou, Pastor Paogoulen Sithlou, Rev. Kaigoulun Lhouvum, Jangminal Haokip, Letkhongam Haokip, Tinmary Haokip, an unborn child (7 months), Haokhogin Lhouvum, Letminlun Haokip, Lunminthang Haokip, Jangngam Hangshing, and Haolal Singsit. There have also been reports alleging that several Kuki villages across Ukhrul, Kamjong, Tamenglong, and Noney districts were attacked and burned during the conflict, forcing many families to flee their homes and causing extensive destruction to houses, churches, schools, and other civilian properties. These incidents have had a significant humanitarian impact on affected communities. Some groups have alleged that NSCN (IM), NSCN Eastern Flank, and ZUF (Kamson Group) were involved in certain attacks. These are serious allegations that require a thorough, impartial, and evidence-based investigation. Responsibility for these incidents should be established through independent investigation and legal proceedings, not assumption. The families of those who lost their loved ones continue to seek justice, accountability, and truth. Every innocent civilian deserves equal protection under the Constitution of India, and every unlawful killing and act of destruction should be investigated regardless of the identity of the victims or the alleged perpetrators. We respectfully urge the National Investigation Agency (NIA), Central Bureau of Investigation (CBI), Supreme Court of India, Ministry of Home Affairs, Government of India, National Human Rights Commission (NHRC), Manipur Government, and all competent law-enforcement agencies to immediately constitute an independent investigation, collect all available evidence, identify those responsible, and ensure that anyone found guilty is prosecuted in accordance with the law without delay. A transparent and credible investigation is essential to uphold the rule of law, restore public confidence, protect innocent civilians, and prevent further violence. We, the Kuki Community, strongly demand immediate and decisive action against the NSCN Eastern Flank, NSCN-IM, ZUF Kamson Group, and all their alleged allies. We also call for a thorough investigation into allegations of cross-border militant involvement, including claims regarding Myanmar-based armed groups such as the Shan National Army and junta-linked elements allegedly entering Indian territory through the Tangkhul-dominated areas along the India–Myanmar border. These allegations must be investigated impartially, and anyone found responsible for acts of violence should be brought to justice under the law. We mourn the loss of innocent Kuki civilians, including three Kuki pastors, women, youth, and even an unborn child, whose lives were tragically cut short. Their families continue to wait for justice while many believe those responsible have yet to be held accountable. Justice delayed only deepens the pain and suffering of the victims' families and weakens public confidence in the rule of law. The Kuki community also expresses deep concern over repeated allegations that Kuki ancestral villages in Ukhrul District, Kamjong District, Noney District, Tamenglong District, and other hill areas have been attacked or burned during the conflict. These serious allegations require transparent, independent, and evidence-based investigations so that those responsible can be identified and prosecuted. At the same time, many members of the Kuki community have raised concerns about what they perceive as unequal security operations. They question why, in their view, security operations have disproportionately affected Kuki villages and civilians, while they believe allegations regarding violence in other affected areas have not received the same level of enforcement. These concerns should be addressed through impartial investigations and equal application of the law. We therefore urge the Government of India, the Ministry of Home Affairs, the Indian Army, Assam Rifles, Central Armed Police Forces, the National Investigation Agency, and all competent authorities to ensure that justice is applied equally to every community. Those responsible for killings, attacks on civilians, destruction of villages, and other crimes—regardless of their identity, affiliation, or ethnicity—must be investigated and prosecuted based on credible evidence and due process. The Kuki community seeks peace, security, and equal justice. Lasting peace in Manipur can only be achieved when the Constitution of India is upheld without discrimination, innocent civilians are protected, and accountability is ensured for every act of violence.
