Burbank just approved a 4% “soft cap” rent control plan after a 3 AM vote last week. One of the landlord's on the council was forced to recuse themselves. 3 of the 4 remaining members are renters. Owners now face: • 4% cap on annual increases unless offering relocation (3× new rent) or mediation. Not a total killer like LA for now, but it’ll likely get worse. • Rental registry likely coming soon. Burbank is a clean, well-kept city with good schools and safe neighborhoods. Very different from parts of LA that, let’s face it, look and feel like s**t. A 4% cap changes the math. When expenses rise 10%+ a year, some owners cut back on maintenance. Paint, roofs, plumbing, landscaping all get stretched out further each cycle. Give it 15 years and you’ll likely see the difference: more tired facades, deferred repairs, slower reinvestment. Less construction work, less local labor income, lower property values, and eventually less tax revenue for city services.
