This is not a selective video. We have visited all 9 sectors—what is shown reflects the ground reality in the majority of sectors. Yes, work is ongoing in some portions of a few sectors, but overall completion is far from visible across most areas. If there are sectors in NPKL where basic amenities and site marking, numbering, drain cleaning, directional singing are fully completed on ground, please share pictures or videos. We regularly visit the layout and are genuinely keen to see such completed stretches.

Another waiting for 9. Same authority—two very different outcomes. One under continuous judicial monitoring (Supreme Court, Chandrashekar Committee, now High Court) — the other without judicial oversight. Delivery should not depend on monitoring pressure—citizens deserve uniform standards everywhere. Video 1 – Dr Shivarama Karanth Layout (under judicial monitoring): No to negligible land acquisition issues, Formation began ~3 years ago. Though allotment is yet to begin, the layout is practically “ready to construct.” Roads asphalted with good quality. Footpaths completed. UGD laid. Water supply provision in place. Electricity nearing completion. Strong sector connectivity. CA & parks fenced. Sites are neat and clean, boundary stones fixed, numbering clearly visible individual utility connections properly marked and culvert network closed with slabs. Video 2 – Nadaprabhu Kempegowda Layout (9 years old): Majorly DPR, App5oved scheme plan violated, Sites allotted in 2016 & 2018. Basic amenities still “work in progress.” Multiple deadlines have passed. Another May 2026 deadline may come and go—but on ground, “work in progress” has not changed to “completed.” Even after 9 years, 1000+ acres acquisition remains pending. In ~2800 acres formed area,along with many works, finishing works are yet to be completed. Continuity and connectivity remain weak across layout.Asphalting has picked up, but quality appears inconsistent. Electricity work lags. UGD and water supply face continuity issues due to acquisition gaps. Finishing works such as site and culvert cleaning, demarcation, numbering, culvert slab covering, and signboards are progressing at a very slow pace. No footpaths. No proper inter-block connectivity—MAR remains the only lifeline, No slabs on culverts network.

@BDAOfficialGok @hrsrajanna Commissioner Sir has repeatedly instructed—both on Twitter and during review meetings—to upload the latest NPKL maps, scheme approvals, and Block 5/6/7 soil-stabilization test reports (UVCE). However, none are available online, and only the outdated 2014 scheme plan recently uploaded on the BDA website. What is concerning is that screenshots of the latest approved NPKL maps (overall & block-wise) are being circulated by real-estate agents on social media, showing specific plots for sale. How real-estate agents got access to latest maps is wonder?! Even before it's not uplaoded by bda on the bda website🤔 In review meetings, the EO referred to a “genuine, up-to-date map” and explained *land-use colour codes* that exactly match those circulated by real-estate agents publicly. When will the general public be able to access the latest approved NPKL maps on the BDA website? @DKShivakumar @mlanaharis

@Captain_Mani72 sir, As for footpaths in #NPKL. Even the wider 18 m, 24 m and 30 m do not have footpaths till date. We appeal to have them built in the interest of walkers, children and senior citizens in all 9,12,15,18,24,30m roads as implemented in DrSKLayout. At review meetings that you chaired, the engineering team clearly said "footpaths were not designed at all". The engineers also mentioned that they would explore the possibility of providing footpaths on 18 m, 24 m, and 30 m roads after allottees raised the subject and requested your kind intervention. Sad to say #BDA never planned footpaths on wider roads even in 2014, can @BDAOfficialGok, uplaod approvals documents for everyone clarity? since flaw justifications began with "New design" "Utility channels as footpath" "Road width reduces if built now" now "18m and above roads footpath were designed in 2014" While pedestrian walkways are not a new concept. @SrinagarSubbu @SuryakiranAS @BDAOfficialGok @hrsrajanna @ashwinmahesh Let’s be right on facts. Court monitoring is only for land acquisition. Not for the design. NPKL was designed in 2014. That time the design didn’t give footpath to roads less than 18 mtr width. DSKL was designed in 2022. Footpaths were introduced for even 12 & 9 mtr roads.

@NPKLOpenForum : Sir, BDA Engineering Team denies your allegations as exaggerated expectations from the allottees which are beyond the purview of what was planned and promised in 2014, at the time of allotment of sites. After 12 years suddenly making demands which are not part of any promise made by BDA is unfair and unjust. Hence, you are requested to support EACH of your request with a specific promise made by BDA in that regard in 2014. You can do it here or at our regular Review meetings which are aired live, ensuring transparency and accountability. Regarding footpaths, the road width was clearly mentioned in 2014 plan which was known to the allottees in 2014 itself while applying. Since then the road width remains same. It has not been reduced. So, if footpaths are additionally required now, it can be carved out only from the existing road. That would mean the road width will be reduced. We need to see if that will be a good thing to do. You are free to offer any other solution too. BDA is ready and committed to work with citizens to maximum extent possible! We are addressing all queries raised by citizens—both individually and collectively. It is observed that multiple people are posting in the name of a group; when using a forum or organization name, please nominate one representative. Let’s work together to see what best can be done. That’s a better way to move forward instead of pointing fingers and trying to browbeat BDA. Thus, BDA is committed to provide every facility that has been promised. Kindly feel free to point out if there are any lapse in that. BDA will attend to it immediately. Let’s be fair and reasonable. Let’s work together to do our best for you. At this 50th year of BDA, we reaffirm our pledge to be fair, transparent and responsive to our citizens.

Land acquisition began in 2010 — even after 16 years, ~1,200 acres remain pending.Basic amenities are only ~78% complete, even in the 9th year after allotment. • Earlier layouts followed parallel & perpendicular road grids; now the layout is force-fit into available land, creating irregular road patterns. • 100/80-ft roads do not connect sectors or blocks; most areas depend on 60/50/40/30-ft roads. • Earlier layouts had large, usable parks; now parks are largely shown in SWD & HT-line buffers for ratio compliance, not public use. • Playgrounds are being discussed after 2,800 acres of work is complete. • CA planning is fragmented and disordered. • Footpaths were never designed. Many more design flaws and quality concerns remain unaddressed.

@Captain_Mani72 Sir, 1. Although three separate tenders were awarded for Blocks 5, 6 & 7, a single contractor executed asphalting across all three blocks. The same contractor is now executing works in Blocks 1, 2, 3 & 4. 2. Asphalting quality concerns have been repeatedly raised for over 2.5 years, yet there has been no visible improvement. 3. We highlighted in multiple meetings, Road surface, manholes, and utility channels are planned to be at the same leve However, post road finishing, this is not being followed across the layout. This raises concern, engineering team inspect work done by contractors or not. 4. Even for Blocks 5, 6 & 7, where checks were reportedly done earlier, the NPKL division has not shared the quality reports, even under RTI. RTI officials indicated only an overall comment could be shared, but no report has been provided till date. Request a serious review of soil stabilization and asphalting quality in Blocks 5, 6, 7, 8 & 9, and also in Blocks 1, 2, 3 & 4, where asphalting resumed after the rainy season. Nara Bharath Reddy, Congress MLA who is named as an accused in two FIRs connected with the Bellary clash including offences under the Arms Act, 1959, provisions of the Bharatiya Nyaya Sanhita, 2023, and the SC/ST (Prevention of Atrocities) Act, 1989 is seen meeting the Chief Minister at Jindal Airport to “explain what happened.” Would the police remain this silent or passive if an ordinary citizen were booked under such serious sections?

Despite PMC supervision, BDA NPKL engineering team review, and IISC vetting, NPKL implementation reveals several fundamental design flaws. These flaws were reported earlier, but no timely action followed. In contrast, for the Major Arterial Road (MAR), practical changes were made beyond the DPR to address ground realities. Had similar proactive corrections been applied across NPKL, it could have emerged as a truly well-planned residential layout. Instead, NPKL today reflects a clear gap between planning intent and on-ground implementation — visible in: • Absence of footpaths • Limited focus on tree cover • Fewer parks & playgrounds • Multiple avoidable design shortcomings • continuty and connectivity issues due to pending 1000 acres land acquisition. @mlanaharis @Captain_Mani72 @hrsrajanna Happy to share a footpath drawing for 9-m road in sync with IRC / MoHUA / complete streets standards. We can have footpaths on both sides with inter locking precast/removable slabs or with Kabul stones while still providing access to utility channels for maintenance. We are sure the engineers at BDA can improvise on this or plan an entirely new design. Basic urban standards are missing, and the layout is full of planning flaws—creating embarrassment for GoK & BDA leadership, while residents continue to suffer.
