This is incorrect. With or without the paint, filling the pool from scratch with basin water introduces a lot of organic matter and in the heat of later spring and early summer wouldn’t inevitably lead to algae growth that would need to have an initial cleaning.

The cause of the algae problem in the Reflecting Pool is simple: the Reflecting Pool is not a swimming pool, but Trump treated it like one. It's supposed to have natural drainage. Instead, he sealed and painted over the granite and turned it into a huge pool of standing water.
