I live in a region of Canada where French-in-the-home Francophones represent less two per cent of the population (we're also physically closer to Mexico than Quebec). And yet bilingualism is mandatory for a whole realm of federally regulated local jobs. "Bonjour/hi," to most BCers, means "the vast majority of local people couldn't apply for this job." So I guess I'm just not as enthralled with the idea of government enthusiastically being employed as a language club.
